This historic cottage was the second house restoration under the CHDO grant program with the Galveston Historical Foundation (GHF). 3916 Ball Street has an important presence in the Carver Park neighborhood, having provided multiple programs over the years.

In the mid-20th century, the structure served as a meeting place and recreation center for African American Galvestonians. A storefront and commercial space were added later, which seriously altered the appearance and the ability to use the house. The facade was removed, the front porch and foundation rebuilt, and the entire house rehabilitated.
